USD Rule change proposal

Guys,
Following is the current basic USD Rule definition:
Where a class stipulates the USD rule, the car must not be able to magnetically adhere to a standard Scalextric Sport track piece in an upside-down position. Magnet stacking is allowed. Any weight added to the car must be positioned rearward of the front axle.
While this has helped make the classes requiring the rule a bit more competitive, we still see two areas which can be improved:

While this has helped make the classes requiring the rule a bit more competitive, we still see two areas which can be improved:
- Cars with longer wheelbases have a potential advantage since any ballast added to the car can be placed further forward than cars with shorter wheelbases, improving the fulcrum effect, thus allowing stronger magnets.
- Largely because of item 1 above, lap times are still very fast, something that I would like to see change.
