If we are going to implement this rule, I would suggest +20% of pole position time.
One thing to consider however, is if someone wants to race a car other than the one qualified, how would its eligibility be verified ?

Percentage qualifying rule suggestion
Re: Percentage qualifying rule suggestion
Steve et al, if we implement this, as with all things at FRC, it's not a hard an fast rule that's cast in stone. It's more of a guideline. If a car qualifies just out of the range, I see no reason to exclude it. There are also times as mentioned when a car is substituted or when a driver fails to get a qualifying time. In these cases I see no reason to exclude it.
Let's look at the positive aspect of doing this... as Ramesh mentioned, it gives everyone more reason to get their cars up to speed which will make them more competitive and possible winners. It will also make for the closer racing which everyone enjoys.

Luke T you are a red carpet driver, have a blessed day bye Ram
Re: Percentage qualifying rule suggestion
BTW, here's the simple formula to calculate the percentage:
Lap Time ÷ Pole Time x 100
Eg: 6.261 ÷ 6.095 x 100 = 102.72354389%
Rounded to zero decimals makes it 103%.
